It’s actually using an external service called “Gravatar”
go to http://gravatar.com/
Sign up using the same email you used to sign up here. (It must be the same—lookup is done by email)
upload an avatar, and within a couple of minutes, you’ll start seeing it here, and anywhere else using Gravatar. There’s actually quite a few places doing it.
