Feedback on Draft Artifact

Just looking for some feedback on this draft artifact for a campain i am running on K’yon (the icey version of Athas!) Staff of the Ancient Druids This wooden staff is made of a strange unknown wood that seems semi-petrified. It is topped with a strange humanoid skull of an unknown species. Upon closer inspection, it seems to pulse with life. This staff, which is very useful for any spell caster, but more especially druidic ones, was carved out from a tree of life that existed in the time of the plateau civilizations or before. it weighs 5 lbs. Abilities A tree staff has AC 7, hardness 5, a break DC of 24, and a number of HD and 120 hit points. Just like a normal tree of life, a tree staff has an aura of protection,although the aura’ area is limited to creatures in physical contact with it. The aura can amplify its wielder’s arcane spells. The staff can be used in this manner until it has only 1 HD left, at which point it stops functioning until it heals at least one negative level. Every hour, a tree staff heals a number of hit points and negative levels depending on the age the tree staff has attained (see the Tree of Life table on page 39 of Terrors of the Dead Lands). A cleric or druid who prepares spells while in contact with a tree staff gains a number of bonus spells as if within 5 ft. of a tree of life. The staff radiates an aura of strong necromancy and transmutation. The staff acts as +2 quarterstaff; and in the hands of a Cleric or Druid has the following abilities: 2/Day Cure serious wounds* Baleful polymorph (DC 15 + owners key magical stat) Mass without trace 1/Day: Can summon 1d3 creatures 1/day of the highest level of the applicable summon spell possessed by the owner. Creatures come with maximum hit points and will not attack the holder of the staff even if controlled by another party. Can dominate up to 36 HD of animals in a 1,500 ft. spread as a dominate animal spell (DC 14); Flaming Sphere Quench (fire-based creatures take 15d6 damage [no save], DC 16 vs. magic item), Ice storm Sleet storm Dispel magic Call lightning (10d10 damage, DC 14) Summon nature’s ally V Remove Curse 1/ Week: Wall of fire (DC 17) – this wall of fire can be up to 400 feet long and 80 feet wide, and can be moved at a rate of 10ft per round and shaped (requires concentration to be maintained) Reincarnation (only works on good or neutral creatures)* Mass Retreat Teleport: By striking the staff into the ground, the owner can teleport all his allies, familiars, and any other creatures within range that he desires to a pre-determined location (usually guarded lands of the Druid, or a safe place) in a blinding flash of light. The location cannot be changed for 1 year when first used. Creatures resisting the teleport can make a will saving throw v DC30. The staff remains behind, but all creatures in the radius of the flash of light are marked by a strange process enabling the staff’s owner to instinctively know where they are at any given time (requires 1 minute of concentration to determine) even across planar boundaries. This effect lasts 1 month. No saving throw. Permanent: Grants SR 23, as long as the owner remains of non-evil and does defile. All spells cast by a divine spell caster in possession of the staff (rather than the staff) have a save DC +2 higher than normal, unless the caster is a Druid on his guarded lands in which case the save DC is increased by +4. Arcane casters save DC is +1 higher. Any defiler holding the staff gains 2 negative levels (no save allowed) Notes:
