Is there a random encounter table and or treasure table somewhere?

Not per say like the 2nd ed.
It is based on the encounter level you want for the group and the number of PCs in the group. This will determine the target XP for that encounter – PC combination. You are relatively free to choose the monsters to achieve that target XP.
The individual monster or trap cannot be more than 4 levels lower than the party or more than 7 levels above the party.
The encounter level itself should not be more than 2 levels below the party or more than 2-4 levels above the party.

The next release of Terrors of Athas will have encounter tables.

I don’t see one. However, I am going through all the monster books I have and am throwing one together, including both ToA and the Terrors of the Dead Lands.
