In 2e the Order tried to regulate those who were psionicist of level 21, which were deemed capable of high psionics that could be dangerous to society. In 3e what would the Order consider high psionics and at what level would they demand a psionic user join them? Would anyone able to access 9th level powers? 8th level? Any one with a psionic class over 17th level? |

Probably anyone using the epic spellcasting feat (the psionic version). Note it would be to hard to keep a low profile. The order doesn’t instantly know whenever someone hits level 21. |

This is answered in Legends of Athas, there’s even an epic psionic power that allows them to find epic manifesters. |

The answer is in Legends of Athas? I have not found it. I found the power and the prestige class requirements. There is a note that the Order will be in another chapter on orgainzations but that chapter is not in the current draft. Is that chapter where the answer would be? |

I don’t understand where the confusion is 21st level in 2nd edition translates to 21st level in 3rd, The Dragon Kings book has details of how to deal with 21+ level individuals, the system mechanics change but the flavor text stays the same. A Psion with access to Epic level powers opens up a new realm of thought, something distinct and detectable, the Order finds them, and has a ‘sit down’ where they are let in on the secret and offered membership. |

It is only the middle of nowhere to the mundane, to the psionicly active you are a massive signature with nothing to hide behind, the farther away from population you are, the easier it is to find you. The Order is designed as a tool for a DM to help guide the epic evolution of PCs in a world populated by epic NPCs, it is worth noting that by design epic NPCs MUST have a reason not to deal with non epic people (PCs and NPCs) or the whole setting fails like Elminster sending 5th level PCs on a quest just to amuse himself. |
