I agree, it COULD be either situation.
Certainly the break in the encircling mountains west of the majority of the Trembling Plains probably allows more moisture to move across the area than the Tyr Region gets. The part of the Forgotten North east of the White Mountains is noticably drier than the more southernly area (the central Trembling Plains).
