Tattooist
Tattooer is a prevalent profession in the city-states, that mainly is used to mark sklaves. The Tattooist is a master of his trade and besides regular tattoos able to create tattoos of the Way. Adventurers patronize tattooist befor their journeys and psions often ornate their bodies with the psionic tattoos with powers they don’t know by themselves. Being a tattooist is eminently respectable an true master are able to create tattoos that even common psions aren’t able to create.
Anyone who is trained in the Way can become a tattooist. Being a tattooist is a stable profession with the ability to give ones fancy full scope.
NPC tatooist can be found in any city-state as well as in some villages selling their service or being in the duty of templars or nobles. Sometimes tattooists travel through the table lands to discover new powers and inspirarion.

Hit Points: d4

Requirements
To qualify to become an tattooist, a charakter must fulfill the following criteria.
Skills: Profession (tattooer) 6 ranks
Feats: Scribe Tattoo, Skill Focus (profession (tattooer))
Psionics: Able to manifest 2nd-level powers.

Class Skills
The tattoist’s class skills (and the key ability for each skill) are Appraise (Int), Concentration (Con), Profession (tattooer) (Wis), Forgery (Int), Knowledge (psionics) (Int), and Psicraft (Int).

Weapon and Armor Proficiency: Tattooists gain no proficiency with any weapon or armor.

Powers Known: At every level, the character gains additional power points per day and acces to new powers as if she had also gained a level in whatever manifesting class she belonged to before she added the prestige class. She does not, however, gain any other benefit a character of that class would have gained (bonus feats, metapsionic or item creation feats, psicrystal special abilities, and so on). This essentiallly means that she adds the level of tattooist to the level of whatever manifesting class the charakter has, then determines power points per day, powers known, and manifesting level accordingly.
If a chartacter had more than one manifesting class before she became a tattooist, she must decide which class she adds the new level of tattooist for the purpose of determining power points per day, powers known, and manifesting level.

Scribe Crawling Tattoo (Ex): At 1st level, a tattoist is able to scibe crawling tattoos with the Scribe Tattoo feat. Scribing crawling tattoos follows the same rules as scribing psionic tattoos, including the time to create and XP costs.

Improved Scribe Tattoo (Ex): A 3rd level tattooist must spend only 1/33 (instead of 1/25) of it base price in XP and uses up raw materials costing only 1/3 (instead of 1/2) of the tattoo’s base price.

Scribe Major Tattoo (Ex): A tattooist of the 5th level is able to create a psionic or crawling tattoo of any power of 4th level or lower that she knows.

I think a full 5 lvl progression of psionic powers gained would not overpower this PrC- the abilities are not super powered so i would say go for 5 levels of +1 manifester levels.

Thanks for the feedback. I changed it to a full 5 lvl progression, that way it could be an intersting PRC for any psion. The main idea was to create a class that sell’s its psionic abilities as a service for anyone able to pay for it and to give psionic charakters more options, as IMHO there far more arcane PRCs than psionic PRCs out, but Athas is high psionic world, that needs far more psionic PRCs. I’m thinking about developing some other classes, the first on my list is a kind of bodyguard for mind (therefore I’m going to name it Mindguard). I haven’t started withit yet, but maybe on tuesday, when I got more time to do that.

IIRC, a character with the scribe tattoo feat was able to create a psionic tattoo of any power of 3rd level or lower that she knows (ExPHB p. 51). On page 171 Table 7-13: Psionic Tattoos lists Market prices to the according Power Levels.

As the table only lists 1st to 3rd level, I wanted to expand the table for 4th level. You are right that it should be 1400 gp. I thought that the market price (which I thought would be the the price for someone that buys such a tattoo and not the base price to determine xp cost and raw material costs) should be higher, as it is something very special. Anyways I’m going to delete the sentence with the market price.

You don’t need to mention the price for a 4th-level psionic tattoo since those items have their own formula written in the XPH that can be applied to any level (even though 3rd-level is the maximum allowed).

The crawling tattoo, on the other hand, has no formula written down anywhere in the XPH, but reverse engineering the prices shows that a crawling tattoo is priced at 50power lvlML, so a 4th-level one costs 1,400 Cp (5047). You can mention that.

Tattooist
Tattoo crafter is a common profession in the city-states, its members mainly employed to mark slaves or to indicate rank in the military or templarate. The tattooist is a master of his trade which, besides crafting regular tattoos, is able to create psionic tattoos. Adventurers patronize tattooists before their journeys and psions often ornate their bodies with psionic tattoos containing powers they do not have access to. Being a tattoo crafter is a respectable craft, and masters of that trade have reputations reaching well beyond the confines of their city, with tattooists first among them. Their trade attracts all kind of patrons, especially considering their ability to create tattoos no common psion can.
Anyone who is trained in the Way can become a tattooist. Player characters with this class trade their craft traveling from place to place, counting on the stunning creations that adorn their skin to attract patrons, while most NPC tattooists are found owning tattoo parlors in the cities or trade villagers. Sometimes NPC tattooists go on pilgrimages through the land in search of new powers and the inspiration to achieve ever greater pieces of art.

Create Crawling Tattoo: By 2nd level a tattooist is able to create crawling tattoos as if she had the Craft Universal Item feat. Crawling tattoos containing powers higher than 3rd-level can be created with this ability if the tattooist has the corresponding Scribe Tattoo class feature. For example, a crawling tattoo containing a 4th-level power can only be created if the tattooist has the Scribe Tattoo (4th) class feature. Crawling tattoos containing powers higher than 3rd-level are priced as follows.

Scribe Tattoo (4th): Beginning at 3rd level, the tattooist’s advanced study of tattooing and psionic allows her to scribe tattoos of 4th-level powers. To determine the market price of such a psionic tattoo, use the pricing formula for psionic tattoos in the Expanded Psionics Handbook after price modifications for the Improved Scribe Tattoo class feature.

Scribe Tattoo (5th): As Scribe Tattoo (4th), except that the tattooist can scribe tattoos of 5th-level powers.

Scribe 2/day: The tattooist has perfected the art of scribing tattoos. As such, she can scribe two tattoos (totaling no more than 1,000 Cp market value) in one day (an 8-hour period) instead of one.

Scribe Tattoo (6th): As Scribe Tattoo (4th), except that the tattooist can scribe tattoos of 6th-level powers.
