I have a vague memory that back in the Wizard Community days, there was a fan map with city-states ruled by elemental cleric advanced beings instead of dragon sorcerer-kings. Is that a real thing, and if so, is it preserved anywhere?

That is not official, from anything I have ever read.

Oh definitely not official no … If I’m remembering correctly at all, it was fan stuff on the WOTC forums back when they existed.

There’s a fair amount of that kind of thing in progress right with the PT team. Xarednay - found in both the recent Anattan gazetteer and the recently posted as a Resource Dragon’s Tail by Ed Bonney, which got used as an early source for Anattan - is ruled by elemental clerics, and the currently nearing completion Elemental Overlords (EOL) book features power ascended quasi-elemental beings and their followers.
Solid chance the content you’re referencing informed or at least influenced that stuff.

Thank you! I believe an early version of Dragon’s Tail might have been what I was thinking of; the advanced being silt cleric and the elemental-focused city state looks familiar.

There is a city on the Last Sea that’s run by hereditary water clerics.
