Tech Levels on Dark Sun?

It’s in the (currently) incomplete Dead Cities book. You can find it in the Facebook DS group’s files section: https://www.facebook.com/groups/DarkSunFans/files/files (just search Dead) and it should be the bottom file, modified 31 May 2017.

It’s in the incomplete Lost Cities of the Trembling Plains documents, specifically it and its mother city, Lusare, were cities up in the White Mountains that got stranded and eventually from the Rhul-Thaun, but Basrai at least, survived into the Cleansing Wars until Daskinor’s troops attacked it, initially thinking it was a hidden Goblin city, and by the time Daskinor realized what it was and intervened, the Halflings were mostly dead, and Daskinor raced to cover it up out of fear of Rajaat’s wrath, while at the same time having his defilers study the lifeshaped artifacts them recovered.

A lot of this is based on the work Peter Nutall (Brax) and Will Kendrick already had done for Forgotten North and Dead Lands, which definitely was recontextualizing the Blue Age in a more morally gray way. Given Athas has strong themes of people repeating the mistakes of the past, and history being written by the victors, Rajaat’s views of the Blue Age being a warped revisionist fantasy based on old Nature Master propaganda seems very on theme.
