Personally, I ignore the whole Living Vortex thing for my own table. SMs amount to Demigods even if they aren’t officially titled that. Rajaat ensured that with the Dark Lens, no others can replicate it themselves without the Dark Lens. At least as I handle the topic.
At my table there will never be anyone else that can grant spells to Templars. Any new rulers of City-States will be attended to by a hierarchy of Traders and Wizards (defiler or preserver as appropriate to the ruler), they’ll still have the civic authorities of Templars but they might sling currency rather than spells.
