For me, hands down it is Veiled Alliance. What ostensibly is a book on this secret society ends up being the absolute best sourcebook on each city-state. From architecture to culture to templars and more, this book is the go-to book for everything about the city-states. This was really my bible every time I worked on Dark Sun.
