Do fact, that in Troll Grave Chasm are ruins where are undead trolls, can mean, that athasian trolls were more civilized than “normal DnD trolls”?

According to Secrets of the Dead Lands, the trolls weren’t just civilised, they formed one of the earliest civilisations on Athas-- the Sageocracy.
