Seems to me like a sort of psychic or spiritual imprint of an arcane magic user on Athas, sort of like a warp presence in 40k or perhaps analogous to the shifting tides of warp (or in this case arcane) energies

I would imagine that the 2e alter dream spell, or perhaps enter dream, dream, dream vision, lesser or greater spelldream, was used instead?
Most of those could be made to work.
2e is so far for me I wasn’t aware there were so many dream-based spells. I will check them out.
Well, for my purposes, the dream spell (no matter the edition) is still my best bet.
I have concluded that arcane shadows are dream magic, either the dream spell or a Korgunard-crafted higher level version that has minor differences, like affecting many people at once and linking their dreams together.
Korgunard might be able to use these arcane shadows either thanks to a contingency spell (this option is limiting as it can only occur once) or having made a worn item out of it.
EDIT: I finally found a section that describes what arcane shadows are. For context, while Korgunard is comatose the energy from the last interrupted spell he was casting now envelops him in a cocoon.
Do recall the method used by the Conclave (?) to mass communicate. In Dragon Kings? It didn’t give full mechanics, but there is some description.

Yeah, must be the Order then. In any case, it was the mass long distance communication effect. Perhaps a smaller version could be applicable?
Are you thinking of veiled Alliance cathexis? It seems like a similar concept.
